3. Who administers the scheme?

The scheme is managed and overseen by the UK Government, Ofgem, and the TrustMark Accreditation & Certification Body.

7. Can I have renewable measures without insulation? What about old insulation?

No. The scheme follows a ‘Fabric First Approach’, meaning insulation is the top priority.If your insulation is old, missing, or inadequate, you may still qualify for free grant funding to replace it.Once insulation standards are met, renewable systems such as Solar PV, battery storage, or heating upgrades can be installed to maximize efficiency and savings.

9. Can I refuse or change my mind?

10. Will I always be guaranteed grant funding?

Not always. Local authority approval provides ‘Passport Eligibility’, but it doesn’t guarantee funding. Funding availability depends on several factors:

  • Each scheme (LA Flex & GBIS) has limited funding and targets.
  • Eligibility depends on your property’s suitability for upgrades.
  • All evidence must be accurate and transparent—any false information may void eligibility.

11. Can anyone install the measures?

No. Only TrustMark-accredited and PAS 2030:2019 / PAS 2035:2019 certified contractors can install these measures. You can verify certified installers directly via the official TrustMark Website.

12. How is this paid?

While the upgrades are free for eligible homeowners, installers are paid through government frameworks. After installation, all work is verified and signed off by a TrustMark Coordinator, ensuring compliance before payment is released.

13. Is this work guaranteed?
